Apart from ECAs that are done to the high vl clients. can there be one for booster adherence whereby it can be used for clients with detectable vls?

Can it be possible that booster adherence can be added either above it or below it?]

I'm assuming you meant enhanced adherence counseling sessions (EACs).
Is the use of booster adherence a standard practice across? if yes, we can consider it. If not, we may need to consult further before incorporating it.
